Not finding DRG Job Quest where it's supposed to be

Can anybody help me maybe?
I'm talking about the quest "Dark as the Night Sky"

Supposedly it comes from the Dravanian Forelands X:23, Y:16 but I can't find it there, the NPC isn't there.
I am level 68 and I doublechecked on my log that I have completed the previous quest "Serpent and the Sea of Rubies".

If anybody can suggest me what to do, any sort of help would be greatly apreciated.

did you check your journal to see if you had already accepted the quest? sometimes, it can be hidden in your journal when you have other quest stacked on.

It doesn't appear in my log at all
Not among completed (of course, I got 68 only recently) and not among the just accepted ones.
Maybe the position on Wiki is wrong, but if that's the case then I have no clue where I'm supposed to meet Ohn Kai.

If I'm not mistaken that quest starts in Kugane, not Dravanian Forelands.

Top left corner at the Inn.

For most job quests(if not all), it's where you last talked to the quest givers. In this case, it is in Kugane, the bath house in the NW corner.
