Once I used the Tales of Adventure: ARR, it took me to these private chambers where I could access the story and cutscenes. How can I get to that room again? Will it be in my future FC room?
Does anyone know of a good site to fill me in?

Go to any inn, and you can view them. The item can also be crafted for Apartments and private rooms.

Specifically, the 'Unending Journey' book on a low table in the Inn Room is the cutscene viewer (if you have a Free Company house, Private Chambers in a FC house, Private House or Apartment you can also set the Unending Journey as a furnishing item which does the same thing).
Bear in mind though that not all story cutscenes are viewable in the Unending Journey, and some can be hard to find as they are not arranged together, if it's a cutscene in a dungeon it will usually be under Duties instead of Main Scenario Quests.

If you want to watch the cutscenes properly ordered for you, rather than having to try to puzzle out that Cutscene X in the Dungeons category should be watched before Cutscene Y in the Main Scenario category, you'd probably be better off going to Youtube. There are folks who've put together Youtube vids that line up the cutscenes start to finish. The book in the inn was originally intended to be a way to view old cutscenes that you enjoyed, not as a way to learn the story for the first time.
Even on Youtube, though, the storyline can be a bit rough to follow at times, as there's a lot of information given by NPCs along the Main Scenario that are not part of any cutscene. You should be able to at least get the gist of what's going on, but don't expect a magnificent storytelling experience! It'll be like reading a book, only skipping every other paragraph.
