As said, just trolling. If it would be possible to roll, top raiders would make a tons of alts, so they can clear savage multiple times to receive gear for their mains more often.
You can only roll on loot on your first weekly clear(per floor). So going back for a 2nd or 3rd clear could only be for one of three reasons. 1. Practice the fight, 2. Help a friend get a clear with the groups prior knowledge that there will be less(potentially none depending on how many are repeating) loot at the end to roll on, or 3. Troll people.
One scenario that can happen, is that someone hasnt ever beaten the fight before, but the game glitches, and says they have their weekly item.
You wont get the message that they cleared, because it says they never beat the fight before.
But when u get to the end, there's only 1 chest.
Sadly does happen, maybe 1 in 10k people or so, but yeah, it sucks.

I mean, I've seen several "farming parties" in Party Finder for Savage, so it wouldn't surprise me if people just think it works like normal mode.
Yeah, ive also seen people put up groups to "unsync" the current tier too. Player error can rarely be completely eliminated from the list of potential issues. Lots of people dont look at the messaging.
