My biggest dream for this game is that they somehow do take a fair few steps in that direction and shun the current one sided approach to complicated political issues.
I mean, first point is fair, totally arguable and one we won't have a concrete answer to.

Second point, the Scions, according to Minfillia, are an organization dedicated to "the preservation of the future of Eorzea". It's one of the first things she says to you. They were only meant to be impartial to the 3 great city states and help them with problems only echo users could help with, which evolved into, "Please stop this primal, we'd be ever so grateful," at some point.
