Just to add: X-2 also sold less than X, and as far as I know, X was a well received game.
And sequels are considered spin offs, at least in my book. You know, FFIV After Years, VII compilation, revenant wings, x-2, etc...
EDIT: In fact, all FF sequels sold less than the main game.
