    NPCs Not Showing Up

    Hello all! When I go to Rhalgar's Reach to see the gear for Veracity and Creation tome turn in, none of the NPCs along the eastern wall appear. I have tried restarting the game, rezoning, and nothing helps. Any suggestions/ideas?

    I can see in your quest list you haven't actually finished 4.0 yet. Finish the MSQ (you're so close!) and they should appear.
