Direct Hit has a higher point to DPS gain than Critical Hit until Crit hits around 2800 or so, 3000 if you don't have a Bard around, I don't recall the exact numbers however but at this point the numbers are unreachable anyway. Crit's exact value changes based on how much you've got but DH is 157 for 1% DPS, Det is about 170 for 1%, and Ten is 180 for 1% at its best current estimate and 220 for 1% at its worst. Skill Speed I don't recall seeing any specific point to % rates for it.
Non crafted gear has enough slots for 520 points. Looking over the "best" and "worst" stats, permitting the full 520 used and otherwise keeping everything identical, Direct Hit gets you 3.3% DPS while Tenacity gets you 2.3-2.8% depending on what estimate you're running on. This is a .5 to 1% DPS gap. We're looking at not even a 30 DPS gap between the two at the best possible levels of play among tanks. Meanwhile there is a gap of 2.3-2.8% damage taken between the tanks.
If you're not a tank among the best of the best, and especially if you're a tank just stuck dealing with random people of questionable quality, Tenacity will get far better use than Direct Hit will. Depending on how much your healers can squeeze in with that extra bit of mitigation, Tenacity may prove better overall for group DPS, even if it's not the best for personal.
Personally I'd say go with Tenacity in gear that lacks it, and Direct Hit in gear that does.
