    Can someone translate, because this made no sense to me? It has a "chance" to proc on crit. In 3.0 you only got chakra during movement phases and immune phases. At least you get to use it more now?

    They are saying that having a high crit rate stat is not making FC proc more. It is RNG on top of RNG, you won't see direct correlation but it pretty much is. If your crit rate is 10% and its 50% proc rate on a crit, you're looking at 5% chance of procing a chakra without bootshine or any other crit buffs. Whereas if you your crit rate is 20% (not possible for now) it would be 10% each attack not counting bootshine or crit buffs.
