You cannot go back into the Interdimentional rift after completing the quests.

I have not completed the Anomaly quest, therefore I have not completed all the quest. I cannot even accept the Anomaly quest since it is inside the Interdimentional rift, which I cannot get to because the Ironwork hand npc to take me there is missing.

"The Anomaly" is given by Cid at (31,32) in the Fringes. You have no more objectives inside the Interdimentional Rift after clearing the Deltascape V4.0.
