Dissipation is less of a learn-to-play issue; it's more that the additional baggage it inflicts (needing to blow a chunk of MP and a Swiftcast to resummon the faerie) and the fact that its healing buff does nothing to boost the effectiveness of Aether spenders makes it an arguably subpar and excessively niche CD for its 180s recast time and aforementioned restriction.

I won't retread all of the other reasons Dissipation needs work, but basically we have something that is supposed to be an emergency skill but is of questionable use in actual, unforeseen emergencies. It needs to have synergy with more of the SCH kit, and this issue is more starkly highlighted now with Aetherpact use being at direct odds with Dissipation.
