It is difficult to say, because I don't really know what WD is worth at level 70. If it is a (WD+33) factor like one might extrapolate from the HW formula, then for a Genta goon it could be like:

(132·2316x·1.04525·1.044·1.052509458)÷(131·2300x·1.062·1.044·1.038516032)=1.01209625045

This is underwhelming compared to what weapon upgrading used to be, but a solid gain. And you do need it for the upgraded version.

EDIT: It probably is WD+33 on DRG, btw.
