The balance still isn't quite there, but nerfing Balance was one big step towards it. As it was, it is literally impossible to buff the other two healers to a level that could actually compete with the 20% Balance without introducing a massive wave of power creep that would wash over every aspect of the game.
Sure, Astrologians gained Spear, but a party crit buff isn't a unique concept, several other jobs have access to that sort of thing too. It's a good quality of life change for Astrologians, seeing as the old card was completely useless aside from being Royal Road fodder though. 20% Balance however was something that no other job can replicate (and if they could, nowhere near as reliably as AST could even with all the RNG factored in), and it's a hugely important distinction to make when talking about game design. Even 10% Balance is still very powerful in the grand scheme of things, but it's no longer this insurmountable hurdle for the devs to consider when designing future instances.
