I dunno. While Dissipation at 60 is absolute garbage, Dissipation at 68 does have an interesting use. Due to the adjusted trait, using Dissipation pretty much changes Aetherflow's cooldown from 45s to 30s, meaning there's extra Aetherflow actions available (assuming cooldowns allow). I still don't think it's completely worth sacrificing our best passive form of recovery, but I think that's more of a problem with Dissipation dismissing the fairy than anything else.
At this point, I think it would be better if Fey's Union was learned at 60 while Dissipation was brought in at 70, and, instead, it's more of a second Aetherflow with a longer cooldown that's not affected by the trait, or it's a mini-Aetherflow that grants only one stack of it.
Skill upgrading doesn't work that way. You can't replace a skill with one that has different mechanics. Stone I-IV all function the same, but with different potencies. The same goes for Ruin I-IV (and Broil I-II).
Besides, Miasma II is already a great skill. Instant cast, no falloff, and it's the cheapest of the three healer AoEs.
They coukd always make Meltdown our attack/heal skill. Though namewise it sounds more like a caster attack. Dissipation is a cool name and all for a skill, it's just the effect is not good.
Miasma 2 is fine as is. I can broadly agree something needs to be done to "Fix" dissipation but replacing it with a relatively meaningless upgrade to an AoE damage spell is not a good fix imo.
