I feel like they want you to be able to do SOME DA-AD with this change, but they clearly don't want the ability to spam it as much as you could in 3.x. I haven't gotten my DRK up to the level of Quietus, so I don't know how much you can spam it during Blood Price, I doubt a single quietus will give you a full DA-AD, but if you can do it every 2 or 3, that may work. This should give DRK at least some of their AoE damage back, if nothing else, and if things die faster, you take less.
