Higher sustained potency on dark knight is balanced by higher burst on the other tanks. It’s not vacuum math, we see it in practice and on paper. Increasing the 2 minute potency of delirium by about 1200 potency brings us to exactly the same potency per second we see on the others when you take into account their burst.
