From what I can gather from the Japanese tank threads, that's pretty much the case.
The DRK players that have spoken up have said pretty much the same, or very similar, things that you have seen here in the English threads and have expressed disappointment in no changes for DRK.
The problem there also seems to be similar to here, where the DRK complaints seem to get drowned out or overshadowed by complaints for the other jobs, particularly by WAR players. Seems no matter what part of the world, WAR players tend to be the most vocal.
