It depends on whether free time counts or not. If it doesn't, then people getting 15 days added to their sub for free for making characters on new or preferred worlds could lose out on the falcon mount as a result.

Really the timing makes no sense. If they wanted it to be for subscribing for 90 days, they should have made the event period be far longer than 90 days.
