Did Samurai replace Monk?

Correction, in ARR people took Monk for Dragon Kick, because it had the highest personal DPS the 10% intelligence down on it was critical to survival.

Indeed, I do remember the time when the gear lvl was just enough to where you could beat T13 BUT it was a lot easier with a Monk. Those days are gone, though, and so is that 10% INT debuff. Why they took that away, I have no idea.
