Think it was by like a hair in the later halves of HW and ARR.
Monk doesn't seem that terrible, but that has always seemed to be the case. Biggest hurdle for Monk development I think is trying to provide extra features to what has really been the perfect basic rotation, and the solution was adding QoL adjustments to features added in HW (specifically chakra use). I think they succeeded in that, but then tried too hard to make predominantly pointless features relevant (a.k.a. the riddle system).
It's not in the best place, but it's still well ahead on that list.
