They tried in all sorts of ways, but frankly it just got worse every patch. At least you ran a caster for A2 in 3.0 and MNK was kind of useful. Like, was 2 years ago that the last time an entire archetype of jobs (mDPS) had a reason for even existing?
And they bent over backwards to make STR down useless. Like A4S they introduced an entire new form of damage to make sure that Virus/Eye/STR down/INT down were all worthless.

Based on their wording, I suspect what they might do with regard to it is make it so its cast time increases to match the GCD time. It may slow things down with regard to weaving but chances are you'll still be able to fit 4 casts in easily enough (or still 5 like you currently can, if you continue to use it as fast as you possibly can)
I imagine if they were going to nerf the potency of it, they would have explicitly stated so.
In short, I doubt it's going to be affected all that much.

PLD have been out dpsing everyone at end game content. Why would they buff a dozen classes instead of fixing one..?
