'Working as intended' sadly - cross-class skills were completely abolished when Stormblood launched a few weeks ago, and were replaced with 'role abilities'. Alas, as part of this it meant GLA/PLD lost access to CNJ spells like Protect.

To set role abilities (they're not added by default), open your menu and select 'Abilities and Traits', and click on the 'Role' tab, allowing you to select the new tank role abilities (some of them were originally GLA abilities anyway like Rampart and Convalescence). This page explains the new system in relation to GLA and it's PLD Job upgrade, including the abilities you can set.
