Cunning Craftsman Tea triggers Commercial Manual cooldown; but NOT vice versa

Steps:
1. Use Cunning Craftsman's Tea.
2. Try to use Commercial Engineering Manual. It is on cooldown.
3. When the tea runs out, use the Commercial Engineering Manual.
4. Use the Cunning Craftsman's Tea. It is NOT on cooldown.

This was reported before (in "working as intended" currently), but was dismissed with the quote "Many items share the same cooldown". However, the cooldown in these two only triggers when used in one order: tea triggers manual cooldown, but manuals don't trigger tea cooldown so this is NOT working as intended.

The manuals do trigger a cooldown on the tea. It's just that the cooldown is really short.
