Pretty annoying when you don't have time to focus the guy and emote to know his name.

If you're on Windows 10 you can use the Game Bar to shadow record say the previous 30 seconds of the game. Then you go to Game Bar, select "Record that" (it looks like a repeat icon on a music player, not the big red circle). You now have the last 30 seconds saved as a video. Hopefully that will help. I've never PvP'd so I can't check the nuances of how the gamemode works, but hopefully that'll help.

The example you gave us could also be described as heavy lag.

EDIT: Just so you know OP, you need to be very careful because it's rude to accuse others of cheating if you are uncertain. Don't just throw accusations out there through ignorance . If you are certain the problem is not on your side(could be virtually impossible) then you can't know unless you could see through the other players' eyes.
