EDIT: It may be better to see how far under minimum item level an "optimal" composition can sink before becoming unable to clear it, and then to try to clear at the same item level with "undertuned" compositions. Either way, if serious, this kind of hotfixing would likely cause more homogeneity than it would improve balance.
