You can easily be kicked and replaced as well for not healing out of spite. Also, I will be able to instantly get a new group if kicked.Just to note, you can and will get vote dismissed if you keep trying, since you'll be wasting everybody's time. And trust me, rather than spend all that time waiting for the tank to get a brain, the healer or DPS, whose times are being wasted, may just start a vote kick which you will probably lose, especially in prime time. Remember, to anybody who has an FC with 4-5 tanks, the current bad tank is easily replaceable. And to the DPS who don't, they may kick you just to leave so they can party up with a healer to avoid the queue time.
Power plays are no good for parties. You shouldnt make them regardless of class/job
Oh I don't mean not healing at all. I mean if you keep falling despite me trying my hardest yet you're still heavy pulling. I've seen multiple tanks do this at endgame and we've had to kick them because they're making an 18 minute dungeon take 30 minutes. Because there's a difference between pulling multiple mobs and you popping cooldowns and you pulling them and not using cooldowns. I will not have a tank drive me up the wall insane because he keeps falling due to his own fault of not using cooldowns.
I do apologize however for making it seem like I meant not healing in general. That was not my intention, I've just had too many bad tanks at endgame heavy pulling and it's really irritating the hell out of me.

Is it really a power play to make a request, see it ignored, stop action until combat is over, attempt to find resolution, be ignored again, then turn to the vote dismiss feature as a resolution?
If the two people are that incompatible with each other it only makes sense to dismiss one, who is able to requeue with no penalty. Vote dismiss is available for many reasons.
I've lost track how many times I've joined parties in progress who left because the tank overpulled, and the party was grateful to see a tank come in who was prepared to work with the party rather than coming in as a little tinpot dictator.
Personally as someone who has tanked and healed leveling dungeons from ARR up through the current expansion, I won't pull multiple packs in leveling dungeons unless it a) makes sense and b) I'm asked.
And I have not ONCE been chewed out for that.

Vote dismiss is not inherently bad and generally not a power play. I think you may have pushed the original points too far into the the abstract.
It is generally a bad idea to hold your role over someone else's head to get them to do what you want. If a bad party member needs to be kicked, that will happen regardless of your role.
If the party member is performing their role, just in a way that you dont find preferable, it is in bad taste to try to use your role as a means persuading them. If this escalates into a vote dismiss of either you or the other player, it is unfortunate, and pulls your entire party into drama that could have otherwise been avoided.
