    The reason why is this:

    - Before 4.0 Shatter was, and still currently is the newest PvP mode.
    - Prior to that, Secure and the now removed Slaughter were still locked to level 50, and had some pretty archaic aspects about them.
    - Seize was the older of the two new Heavensward modes, but as it tended to go before then, the newest mode was always the most frequent queue.
    - The Garo event brought in a lot of new blood, who were mistakenly told, and eventually saw that you could just focus on hitting the ice or capping bases to win. And while there are many ways to win Shatter, for newer, less experienced/skilled players, passive strategy proved the most effective.
    - Because Secure and Seize were "older", lesser seen modes, new players have little understanding of how to play them and thus found it hard to win, which only sent them running back to Shatter.
    - The objectives of Shatter are simpler than Secure and Seize in that it's all total damage done to ice, where the other modes encourage more active combat to capture (hence "Secure" and "Seize") and hold the objective. It needs to be said that active player vs player combat in Shatter IS still a viable and important part of gaining points, but damage to a static, non-combative objective is simply easier for newer/lesser skilled/casual players to grasp. Like hunts that don't move or fight back.
