Read it fine the first time, thanks. All signs are pointing to latency/ISP/Ping. I've never had this issue and I've been playing since HW launch, it's either that or the op isn't used to animations tied to certain abilities, which takes some getting used to if you come from mmos where everything goes off/connects the moment you hit your key. I don't think there are going to be any changes made anytime soon if at all period.
