Because people have nothing better to do with their time? To encourage third party applications, underground movements, ect.
Most of the time the people do it for S&G, or in their words "because they can"
Or because they feel slighted for being banned for something that is clearly against the ToS.
Some people just enjoy trying to make other people mad. I guess it gives them a feeling of power or importance they lack elsewhere in life.

I personally think that they are extraordinary under endowed in certain areas and this is how they feel better about that.
It's kind of funny. But also sad. They it became funny again.
This doesn't feel like a DDOS attack. Feels like XIV Servers can't handle themselves. Insult to injury where they decided to move NA servers to the other side of the map at the same time as an expansion. Recipe for disaster if you ask me.
Because they're sad little unemployed no-lifers with nothing meaningful to do with their lives.
You might as well as why they pick their nose as well.
It's probably random kids who think that running a DDOS script written by someone else is real hacking. But given the low bar of entry into this form of cyber vandalism, it could just as easily be a disgruntled player who was rightly banned, but feels aggrieved.
