Patch 4.15 is what Yoshi-P said they were aiming for.
The second Omega tier will be released in Patch 4.2.
Was there a reason why Yoshi-P was holding back on the relic quests? 4.15 seems awfully late. HW's start of the relic quests was kind of... well... awful.
I wish they were implemented earlier in Heavensward. Then there would have been more time to collect Unidentified items, Umbrites and light. Hopefully this time the grind wont be as soul crushing.

Relics will always be a grind was that way in XI was that way in ARR nnd HW why do you think it would change? :P
It was that late back in HW too. And I agree, HW was pretty badly done for Relic quests...I much preferred ARR's, save for the Animus step (the books were absolute hell).
4.15 is too late. the relic quest is cheap content wich can fill the gap between 4.0 and 4.1. didn't heavensward lost half the playerbase during the same time? we need something to do between the raids in the next 4 months
There are Crafting, Gathering, Hunts, side quests, Ixion Farming, Foxy farming, Off-job leveling + gearing, treasure maps, farming for minions to fill the time still. Maybe it's too slow for people who play a lot, but for people who don't/can't, a slower pace might be welcome since our to-do lists are already quite long. In other words, "too soon" and "too late" are subjective.
