If that is the case , its a problem with iLV inflation and not anythign else, they would need to do a revamp in stats scaling with ilv like wow did years ago, when they faced that same problem.I'm completely guessing here, but maybe while projecting tank HP values into 4.4 / 4.5, they're worried about tanks having six digit health for some reason.
"Oh no, players will be able to go back and laugh off insta-death mechanics in ARR content while undersized!1" (as if we can't do that already)
Regardless of how valid that concern is, it's the only possible explanation I can think of.
