For example, on my Pugilist I can focus on high accuracy DoT, raw power DD, evasion tanking, damage mitigation, or a balanced jack-of-all-trades just by switching up the abilities I have set

You have a compromise in Fists of Fire/Earth and soon Wind which can achieve that.
Shame about MP cost but its balance-able.
