It's both to a degree. The guy talking about the 2600K (You can also use an i5 2500K, same thing for games honestly) is pretty much right. You won't see 100% CPU usage since the game cannot use all the cores, but it will push one rather hard, it is an unoptimized MMO after all. AMD isn't horrible, but they pale in comparison to Intel's Sandy Bridge right now, and I prefer AMD. Especially since Sandy OCs very well. For the Video Card, that thing's budget and some people have given some good suggestions already.

Lastly. The guy saying the human eye can only see 30 fps. Go research that again, or troll elsewhere. The eye doesn't see in fps at all. It sees changes.

EDIT: To add to the guy talking about the bad use of multiple cores. They could optimize it somewhat, but due to how games work on that level, it's difficult to split the main process into threads. Everything has to be done in a certain order, and if it splits it up some things might finish before needed or too soon and mess everything up. A few games, like strategy for instance, are easier to split up however.

Fps has nothing to do with what the eye can do anyway. It's about frame-to-frame transition. Shooters usually require a higher fps due to the fast movement of objects and the view. Ffxiv though wouldn't profit from it as it is very slow and the netcode wouldn't allow any fast gameplay anyway.

Uh, that's basically what I said. Frame-to-frame transitions are changes, which is what the eye picks up on, like I said...

Like being in a dark room where a light flashes for an extraordinarily short time, yet you still see it, even if it would be equivalent to 120fps of black with one white frame.
