FoF affects only physical damage, no point in using it for magical burst phase at all.
    OT opener looks like GB combo->Req->HS x5->Fast->Riot->FoF->GB ->RA combo->RA combo->GB combo.

And never ever ever ever use holy for your gauge. Ever. That's dumb.
It's not always going to be higher damage to start with requiescat holy spirit, it's only a dps gain if you end the fight losing a requiescat rotation. In the case that the fight length allows for it, it's potentially better to do a full FoF rotation first into requiescat. If you start with requiescat into fof, you never buff requiescat with fof. There are also considerations to be made for other buffs from other people - some buff all damage which favours a requeiscat opener, while others buff only physical damage (rdm, for example), which favours a FoF opener. There's even some magic damage buffs... nah just kidding.

    You can either:
Fast savage halone (only if needed) > Fast riot goring > Requiescat > HS > FoF > Goring > RA RA > Goring... into regular rotation
    Or
Fast riot (FoF) Goring > RA RA > Fast riot goring > requiescat (last 2 seconds of fight or flight) > regular rotation. Doing it this way means that your fight or flight will always line up with the second and third going after each req, and lead into the following req.

Fight length and buff status of the party will largely determine which is better overall.

Save situational stuff, you'll use it as filler after GB depending on the state of FoF, Requiescat, and your MP.

In its most simplified form, the 'target dummy' rotation has 3 steps:
    1) GB combo + RA filler (w/ FoF)
[FB, RB (FoF), GB, RA combo, RA combo]
(Note: FoF needs to be activated between RB and GB so that that the next GB will be buffed by FoF as well.)

    2) GB combo + HS filler (w/ Requiescat)
[FB, RB, GB (requiescat), HS spam]
(Note: FoF buffs initial dmg of requiescat, and FoF will end after requiescat)

    3) GB combo + RA filler (no buffs)
[GB combo, RA combo, RA combo]

    REPEAT

i personally find its better to do this as OT, weaving in oGCDs when needed like COS:
    FoF ON
    Goring blade combo
    RA combo
Goring blade combo (you do it again to make sure it doesnt fall off during HS spam)
    FoF Fades
    Requiescat
    Holy spirit spam
    Back to Goring/RA when OOM.

Doing it this way basically guarantees the most overall fight DPS but slightly less burst at the start. it means more overall dps due to using FoF earlier and thus it being off cooldown shortly after HS spam is done, and thus you'll use it more often through a fight than you would by starting with Requiescat and HS spam.
Its done this way because FoF does NOT affect HS damage as FoF is only Physical damage and not magical.
