So you want people to stop doing Palace itself completely.
You can't honestly tell me people go do palace for the sacks. If you nerf the exp, people'll stop doing it. And then we're back to nothing but mindless fates for 70 levels.

That good then people can do dungeon/fates all day long and also great way to make friends on your server

Just spread it out. Blindly grinding a single form of content is not the way to go. You are going to get bored and frustrated doing that.
There are so many methods for exp at lower levels. I mean, just queue for a dungeon, and either do leves or fates while waiting. It doubly helps bolster your challenge log completion for the massive exp bonuses it gives while getting you through the wait time.
But, if you really are that hellbent on getting a job capped ASAP, jump potion it.

Already used on a healer class lol ;(

I would rather POTD with some Anime playing on my second monitor then do all the other stuff mentioned here. POTD is more convenient then fate grinding or low level dungeon grinding. I can just go brain dead and watch the levels fly by while I am watching my shows.

Yeah but doesn't give you ANY learning EXPERIENCE with your class it's like semi boosting ONLY for that dungeon

Practicing at the training dummies and reading a guide takes care of that issue. A good ten to twenty minutes at the dummy helps you learn the rotations very quick.

Seeing as level 70 dps don't use any AOE rotations in Expert Roulette I daresay that dungeons don't give any learning experience either. Only Extreme primals and Savage raids give that chance: you are either git gud on your job or you are replaced.
