The new surges are good, stacking buff rotations make interesting gameplay. If it's hard for you to keep track of, just place your buff bar in central view on the UI so your eyes don't have to stray. Create a quick go-to macro and boom, problem solved. TP is still a non-issue as LNC so I don't see how these buffs are "costly".

New shorter buffs coupled with combo rotations and situational skills provide an interesting gameplay that wasn't present before and I am extremely happy with the way battle mechanics are shaping up. I think SE has it right here, IMO. It's nice to have that momentary lapse of "Do I keep my stack alive or do I mitigate damage? Do I keep my stack alive, or push out this combo?" I like having a choice in battle and those "oh shit!" moments are what I live for in MMOs.
