

I think it's been established in this thread by a few people that if this idea were established, it would need to come with some kind of skill potency nerf that scales with the level discrepancy to balance it out.



It have to get so strong nerfed down that there would be no reason to use the overleveled skills at all. Everything that a non-synched player of same class don't have (+/- 2 levels) will be unfair to the other player if it keep to be even a little bit stronger than what the other player have.
