No cause the saves back up to the cloud. As of now if the power goes out while the game is running or when the app is in stand by and the power goes out you will have to reinstall the game

Yeah, it's the result of the PS4 losing power in anyway if FFXIV, or the launcher, is running. Every other bit of data on my PS4 is perfectly fine, but it forces FFXIV to download from scratch with no prompt that something went wrong. It just says "preparing first time installation."
I've had it happen two times. Both times my PS4 was "powered-down" but in sleep mode, which is the default way it turns itself off.
Taking the extra step to FULLY power it off is the only way to prevent this glitch, but even that can't stop a power outage while playing.

You can get "living room" style UPS systems which you just plug everything into and pass the ethernet/cable through so that none of the equipment gets zapped.SE can push but at the end of the day, with all their exclusives already planned onto the PS4 platform, it's not as though they have much of a ransom to hold lol.
PS - would recommend to ps4 users you either buy or borrow an external until this is sorted, will save you so much bandwidth.
That said, unless your PS4 has a SSD, I'm not sure what would trigger this, maybe the PS4 has an anti-hacking provision that sees an unclean shutdown as a tampered game.
