2. Observe cooldown on Commercial Engineering Manual

It's a somewhat annoying interaction that I'm assuming is a glitch, since the items are different categories. It's a bit taxing to have to pop the engineering manual first, then pop the tea.

If it makes any difference, I'm using HQ tea.

EDIT: It appears it only occurs when the tea is used before the manual, as it then immediately triggers a cooldown on the Engineering (and survival) Manuals.
