The dungeon crawling set I usually go with is:
Anticipation - Decent trash pack mitigation if a bit RNG
Provoke - Self explanatory
Rampart - Usually a trash pack CD. You use Blackest Night for basically every tank buster
Low Blow - DPS forgot how to stun. Stun things that are casting problematic abilities or just high damage mobs in a pack
Convalescence - Boosts the effect of heals on you, great during trash packs.

The Raiding set:
Provoke - Tank Swaps, Shirkle Jerks
Shirk - Shirkle Jerks and Tank Swaps
Reprisal - Between you and the other tank this gives the raid a "30s CD" mitigation useful for raidwide hits (Susano's Uneki for example [unkehi?... iunno. Something like that.])
Rampart - Mandatory. Outside of this you only have Shadow Wall and Blackest Night for busters. Feelsbadman. But we live with what we got.
Convalescence - If you enter living dead this could be the difference between living and dying if your healers are already stressed enough to get you here in the first place (or you screwed up). Also the only way we have to mitigate fluff damage really.
