    Titan was the WORST, I'd want to cry every time i got it in roulette as I just knew I was going to eat everything lol doing it now is like a walk in the park with a decent ping and 50+fps lol

    I hate to break it to you, but if you have more RAM installed and Windows reports only 8, it's not Windows, but it's probably your motherboard. I know I came across a HP motherboard at one point where some genius engineer put a 32-bit memory controller on a motherboard designed for a 64-bit processor. End result: You couldn't use more than 4GB or RAM on it no matter what you did. I've heard of several motherboards which physically limit the RAM well below what's addressable by a 64-bit processor to cut down on costs, so that's probably the case for you.
