They do crap like that all the time, many places in the world with rock walls like that.
Could be flavor added to the environment - something to suggest a passage once used by the Resistance or other Ala Mhigan forces, closed at one point as protection or in retaliation. Could be a future dungeon entrance (the "obvious" entrances in various places sometimes end up being just that, like with St Mocianne's Arboretum).
Could also be a re-used asset, namely the tunnel that makes up the "Scabbard" on the map, blocked because it's not meant to actually lead to anything.
It's probably a combination of the that (it's absolutely the same environment asset, but you'd probably not notice unless you looked carefully) and flavor added to the environment, namely the decision to have a kind of mystery tunnel used as a kind of environmental storytelling, that it was once a passage that is now blocked, and we can only speculate as to what happened and where it led.
Given the amount of different types of hill/peaks they could have placed there that have no tunnel built into it, I can't help but think it was an intentional thing, to have it there and blocked off (which does mean it could be an eventual dungeon entrance, though I think the environmental flavor to be more likely), even as the full and open tunnel version is just a short distance away.
Reuse of assets aside, it does lend an air of mystery to the tiny little village.

There is also an entrance to an alaghan tower in coreathas - boulder downs. And a gate (gate of the bear?) in gridania that can't be accessed. Guard tells you, your too weak.
A possible entrance to a future dungeon, perhaps? Then again, there's similar areas elsewhere throughout the 2.0 and 3.0 areas that seemed like they were going to end up as dungeons but never did. Maybe it's just flavour, though - to add a sense of mystery!
Never count out the possibility. Remember how long it took them to do anything with Xelphatol?
I'm much more interested by the long tunnel to a doorway... underwater in the ruined castle in the Lochs. I was sure there would be a dungeon there, but nothing yet.
That castle in general is weird. It's so massive that it would have taken a lot of artist time, and yet it's just kind of there.
