Flaming Arrow

Honestly, majority of the time I found Bards never using Flaming Arrow.

It was a good additional AoE DoT skill that was decent in all large mobs and single target positions while not being OP but instead there to add some small amount of damage against weak HP enemies when bards also want to focus on the big target. However, still few Bards seem to use it and just stick with basic Pew Pew skills instead.

I used it in every boss fight and pretty much every pull. Don't know why you wouldn't. Too lazy to pick a ground drop point?
