I want to start with this. I saw that SE is indeed looking through all these posts and wanted to throw my two cents into the ring. If you have some constructive criticism then kindly post it. If you have the "ugn, get gud" or "stop ur qq" mentality I can't stop you from posting but I will kindly ignore it. With that out of the way, heres my good and bad about the job at 70.
Good from the new:
Skills:
Chain Stratagem: I love this power, my only wish was to have the cooldown match Aetherflow so I can get a good rotation with my energy drains. However, I realize that might be a bit too strong considering that it is a flat out multiplier for team damage. So if that's a no go or nerf it down to 10% to get the timer reduction I completely understand.
Traits:
Broil Master 1 & 2: Absolutely love saving space on my bar for higher and lower content.
Quickened Aetherflow: I personally love the idea behind this. I think it needs some changes to be sure but a chance to reduce the cooldown is always a plus for me. I think what gets most players about this is the low chance. I myself have made it an entire dungeon without being able to proc it once. With that being said upping the chance might be too unbalancing. I think maybe a solid 10s to 15s reduction to the power for having the trait would make it worthwhile and remove the complaints about its rng nature.
Bad (but fixable):

Excogitation:
Problem:
While I love the nature of this ability it doesn't perform as well in practice. Far too often, even with a macro to communicate with the tank and heal, unless you use it second before the tank buster it fizzles and goes unused.
Proposed Solutions:
1.) Remove the timer but don't let it stack and don't let the scholar put it on more than one person.
2.) If it must have a duration then allow it to fire off regardless of health at the end duration.
3.) Admittingly I saw this elsewhere but I love the idea. Transform the Excogitation into an adloquium shield of equal potency.
Fey Union:
Problem:
As many have said often times the desired target gets too far away from the fairy and she just sits there not doing anything and wasting gauge.
Proposed Solutions:
1.) End the link if the target goes out of range automatically.
2.) Increase the link range.
3.) Have the fairy follow the target while the power is in effect.
Dissipation:
Problem:
Another power I have loved but it's again a little too underwhelming in practice. Often times the extra boost is not worth it and the stacks that are gained are used to fast to prevent further emergency situations caused by the lack of the fairy.
Proposed Solutions:
1.) I would like to see this changed to releasing the fairy in a style like bahamut where after the timer ends she comes back at no extra charge.
2.) If the fairy has to leave for thematic reasons at least refund us the mp used to summon her.
Adloquium
Problem:
While up to this point it has been a fantastic power it just no longer lives up in the shadow of the Astrologian. Now, I am not calling for the nerf of the astrologian cause it's the only healer I haven't taken to 70 yet. Having said that I do have some suggestions.
Proposed Solutions:
1.) If no changes can be made then at least lower the cost of it. Currently it costs more and performs less than the Astrologian clone. For comparison it costs 3x more than physic and only 480 no less than succor.
2.) Increase the potency. If the cost is necessary to keep it from being spammed then at least make it so a regular potency is on par with physick or even lower than lustrate.
I realize that Emergency/Deployment Tactics can make this case a tough nut to crack but I have faith you're up to the challenge.
This is my concerns with the healing aspects currently and I can go over more tomorrow but wanted to get this out of my head while I was thinking about it.
