    Seems like SE changed their policies regarding chargeback bans

    Not sure about the veracity, but if that's true it's a pretty good change on SE's customer support, while perma ban policy is a standard in gaming this was the only company that didn't offer any way to reverse the ban.

    It's standard policy, just about everywhere that if you chargeback, you are committing fraud.

    B U T

    Mistakes happen, eg I paid my credit card via the Credit card app, but because it was delayed in the backend, the bank account was short by about 2%, and thus incurred a whopping 20% cost in chargeback fees.

    This is why they tell you to replace the payment via another means. If you decide to create another account without paying the first one, that new account would be terminated immediately, even if you paid it because you'd still have an unpaid debt.
