If you lower deliverance you need to lower fell cleave and decimate too, there not enough slots, it should be fine as it is now. You can always turn off defiance on lv50 content and do tons of damages and tbh you do tons of damages especially now that zerk can be used more often and has no paci

The problem is that pre-52 you lose out on the entire beast gauge mechanic when you're not tanking, which to me is a waste.
