Character unusable. Game broken.

Character unusable. Game broken.
My main character is stuck in Quarrymill, all I can do is run around. I cannot:
Use mounts
Teleport
Speak to NPCs
Engage in battle
Use any actions or traits
Leave the area
Log out via menu

Speaking to NPC results in character freezing unable to move, no dialog appears. My actions still display animation but has no effect. Duty finder list fails to load. I can talk to others using chatbox. Alt character remains uneffected which is why I think reinstalling is futile, also it's a HUGE download to do for no reason.
Game disconnects from server after 5 minutes or so without fail
See below for more info about steps taken. My character is broken and it's stressing me out quite a lot, considering I play this to relax... googling has gotten me NOWHERE.

Steps:
1. Restarted PS4 from mains
2. Reset router
3. Tried LAN cable and wifi
4. Tried waiting full day

- Type of internet connection/provider: virgin media 50mb

Ok looks like there's s lot of activity here talking about this! I'm sorry I couldn't check before, but getting logged in here was a nightmare so I submitted a post as soon as I was able. However good news for PS4 users, in another thread someone posted internet settings that worked for me and many others so I'll repeat it below

I managed to get out of Quarrymill!
This only works on PS4 though!

Set up internet connection like this:

IP Address (set to automatic)
-DHCP host name (set to Do Not Specify)
-DNS Settings (set to Manual)
-Primary: 8.8.8.8
-Secondary: 8.8.4.4
-MTU Settings 1470
-Proxy (set to Do Not Use)

I haven't done any dungeons yet but I could escape Quarryhell!

I want to inform that I had the same issues and that configuration resolved it.
Weirdly enough, I had another character on the same world that had no issues at all.
