Plenary Indulgence - LVL70 WHM Skill - Working?

I seem to notice an issue where this ability is not AOE healing like it says and even with 3 stacks not healing with a potency of 600. I figured I'd ask the question to see if there is a bug or check that the skill is in fact working properly but the tooltip is wrong.

The skill is working correctly. It works like this: Any party member within 30 yalms of yourself who also has Confession stacks will be affected by Plenary Indulgence. If they do not have Confession stacks then they will not be affected.
If you notice the skill has a 0 Yalm range but a 30 Yalm radius, this means it eminates from yourself and not something you cast on another player.

Adding to the above, make sure they're actually YOUR confession stacks as well. Healing with White Mage I can see their confession stacks in the party list, but I can't trigger them (and don't know they're not mine until I specifically select the person which are mine).

That clears a lot up about why is't not AOE healing. The stacks are not on everyone. However there is still the issue of 3 stacks not healing at a potency of 600 when compared to our 700 potency skill. The bubble looking cure, 700 potency healer 15-20K when it hits, the 600 potency 3 stack of indulgence heal maybe max 12k. Those are the best numbers I've seen non crit and are usually a bit lower.
