No, that's not the case.

Tonberry is only just barely considered congested. There was a spike of transfers during Early access, but they have since left or stopped logging in. Even before they implemented the serverwide log outs, Tonberry's queues were practically non-existent. Before the forced logout, there were tops maybe ~100 player queues at peak time.

OP is right, Tonberry doesn't need it.
