I stand corrected. You can indeed use the enchanted versions as long as you have the mana. My mistake.yes, actually, you can. as far as I can tell. pretty sure i've accidentally done it at least once.

nowhere there does it say that the combo is REQUIRED to use the skill. you just don't get the potency increase from the combo. but you CAN spam ER as much as you want without the combo, for 100 potency. the only thing it requires is Black/White Mana.
Redoublement does not become Enchanted by doing the combo. It becomes Enchanted by having more than 30 Black/White Mana.
don't get me wrong, you would realistically NEVER use this skill uncombo'd. But it is still possible to do so.
