This is on of the problems of living with the patchwork quilt of a network the we call the Internet. VPNs change your routing, so they may not be affected, even if others on the same ISP are DCd.
Sure, it may be some issues somewhere in the route to their datacenter that may be causing these issues.
However, this isn't just a "d/c once or twice" kind of thing and it's not affecting just a couple of people from the same country.

Do check out the topics under the technical support and the in-game bugs boards, a lot of people that do not live in USA are currently unable to play on the NA Data centers and it all began after SE said they had recovered from the DDoS attack right before maintenance started. People who logged out in high density areas such as Quarrymill aren't even able to login, since they will disconnect straight away when they do (we can see people move around when this happens, though we can't do anything ourselves).

I had this issue myself until I tried connecting via a vpn, and voila everything is fine again.
This has literally never been an issue for me before this all happened.

TL;DR: No, it's not an ISP thing, the players PS4/Computer or Router issue.
The issue either lies in SE's servers or at a point close to their servers since it's affecting people from Brazil, Sweden, Puerto Rico, Canada and more..

    Edit:
This is what happens if I don't use a VPN now:

It's been like that ever since the Omega launch, and there are a whole bunch of people that haven't even been able to play for these past days experiencing the same thing shown in that video.
